Sustainable Employment For Spain
A phrase that is very popular right now amongst politicians in Spain, but how can it actually be achieved? Historically, politicians and governments worldwide have not proven to be successful at creating employment, or managing businesses, the model adopted by the former Soviet Union and its interpretation of communism being a classic example.
So how can governments create sustainable employment? I am sure president Zapatero knows very well that while plan E is providing short term employment, it is by its own nature an unsustainable form of employment lacking any long term attributes. What governments can do is govern and create a system that actively encourages and supports business ventures, whilst at the same time imposing control and restraints. Quite clearly the construction boom and the country's reliance for employment upon such an unsustainable policy has hit the country very hard, resulting in much higher levels of unemployment than most of its European neighbours.
Unfortunately Spain is at a disadvantage in comparison with many European countries in that businesses and entrepreneurs face a mountain of obstacles and bureaucracy in making real their business ideas, together with considerable expenses. Perhaps now, in this time of very deep recession, is the time for the political leaders of this country (and I include the opposition parties) to look seriously at the situation with a view to improving and streamlining the system. It would be very beneficial to Spain if this project could cross the political divides and utilise all available bi partisan knowledge and expertise.
Clearly not all new business ventures will succeed, but even if the success rate is one out of six it would clearly be a step in the right direction. Sustainable employment is ultimately the employment created in providing a product or service that is needed and in demand and creating an environment or society that actively encourages business is something that only governments can achieve.
Will this take a complete reappraisal of the rules and regulations currently in place in Spain? Yes, very possibly, but the global economic crisis has shown that the model currently in place in Spain is not efficient, hence the appalling levels of unemployment. Will this take a huge amount of time and effort on the part of the government? Yes, very possibly, but if Spain can emerge from this crisis with a leaner and more efficient economic model, then at least the current disastrous situation could be the beginning of a brighter future and turn Spain into a "Can do" society.
So yes governments can create sustainable employment, not directly, but by encouraging businesses to grow and flourish and providing the necessary support and conditions for this to come about.
