What's wrong with this photo

I just could not help but laugh. Yes it took me a while to figure it out, maybe you will figure it out faster than I did. But I think it's hilarious. It just shows that there are people out there that have a sense of humor. This photo is a public photo and of course it's a photo of a billboard in a public place. What makes it so funny and strange is where they placed it. You have to wonder if they meant it to be that way.
