The council are famous for giving out tickets in ridiculous situations in recent times, and it seems that a warden error still doesn't make you exempt from paying a fee, as a driver in Hull found recently. He was given a twenty five pound parking ticket after going to visit his mother in Hull, and noticed that despite paying to park, with an hour left on the meter, a parking attendant was eyeing up his vehicle. He challenged the woman who had issued a ticket and was in the process of taking pictures of his car, and as he pointed out the discrepancy she admitted her error. The ticket was valid until 3.21pm, and the current time was 1.47pm, leaving him with plenty of time to complete his visit. Despite this problem, she had officially issues the ticket, and therefore the council felt that it was binding.
Over the following fourteen months, the argument got worse and the bill rose from the original twenty five pounds to over four hundred, meaning that he was in danger of losing his home due to the massive inflation in payment, and him falling into mortgage arrears. The council finally admitted they were wrong and offered the innocent motorist a full refund, but he feels that it is too little too late. Despite receiving a county court judgement to say that he was in the clear, bailiffs then turned up at his house a mere two days later demanding the full balance, which was stressful to him and caused him to have to miss days off work. He had to pay the fine to the bailiffs as he was worried that they would take his possessions, which caused him further bother.
Richard Townend, team leader for the council's network management, said: 'We apologise for the inconvenience this has caused as our officer issued the ticket incorrectly and we need to refund the money to Mr Norfolk.'
Mr Norfolk said: 'I don't believe their statement and offer to return what's rightfully mine makes up for their incompetence, not to mention the financial loss I have incurred from the mortgage interest charges.'
